Besides targeting Iran, CAATSA imposes sanctions on some Russian companies as well as on their customers and this could impact India's $8.5 billion defence deal with Russia that includes the S-400 system and which is expected to be signed during Putin's visit.

There are also the reports that India will also sign one more deal during the visit and might purchase four frigates from Russian Federation.

The summit is also being held at a time when Mr Putin is in need of friends, after the growing anger in Europe against Russian Federation for its role in global hotspots such as Syria and its perceived meddling in European elections.

S-400 is known as Russia's most advanced long-range surface-to-air missile defence system.

"It's about time we showed that we are not going to be pushed around by Washington", R.R. Subramanian, a Delhi-based strategic affairs analyst, told AFP.

The US on Wednesday urged its allies not to enter into transactions with Russian Federation and warned that it would trigger American sanctions, a day after it was reported that India was planning to purchase multi-billion S-400 missile defense system from Moscow.

"Negotiation on S-400 air defence systems has been on for a long while and it is at a stage where it can be finalised", Sitharaman said last week.

"India has maintained its sovereignty as regards to its relationship with countries".

"Our position was and is a very responsible one", Putin said at a plenary session of the Russian Energy Week forum. Moscow is now expanding India's biggest nuclear power plant in Kudankulam. As of October 1, however, the Indian government has not publicly confirmed that the CCS approved the $5.5 billion acquisition.

Also on the agenda is Russian training for Indian astronauts as New Delhi aims to launch its first crewed space mission in 2022.

Russia-India trade has slipped below $10 billion since 2014, as Modi has cultivated closer diplomatic and economic ties with Washington, while Russia has courted Pakistan and China. During the visit, President Putin will hold delegation level talks with Prime Minister Narendra Modi tomorrow. They also met in Sochi this year.

Sajjanhar pointed out that Russian Federation is the only country to have successfully set up nuclear power plants in India, despite the problems posed for foreign suppliers by India's civil nuclear liability insurance law.
